They're probably capacitors, not condensers. If you're using a separate active crossover then no, you shouldn't need to use the filter caps.

If it's electronic, it's not powered. Therefore you can't even connect tweeters to it, you'd need an amp.

It's always best to use the capacitors that come with tweeters. It's for their protection.
