go to SHERWIN WILLIAMS. get some primer called PRO-BLOCK. one coat of primer and two coats of paint.

It depends if the wall is an interior wall, or exterior. I'm guessing interior. Use a primer such as Kilz, first. Oil based primer takes longer to dry than water based, and it has a powerful odor. So, use Latex /water based primer as the first coat. After that, you can start with you color, although with white, it may take up to three coats to get a deep white color.

Use Primer paints on walls first before you paint your walls white ... Its going to be much easier that way ...

Use "Kils" it comes in an oil base or latex. Make sure you use the correct one. It is absolutely wonderful and easy to work with. It will cover the black paint then just give it 2 coats of white.Home Depot or Lowes carries it and probably Wal-mart. Good luck.

Use a real good primer one that is used for stains would be better, think it is called ZIM I would expect two coats, then paint as desired

first you need to put a primer on it ,then just put two coats of white i don't think it gets any easier than this but that's just my humble opinion.
