Yes this is flirting and she likes you. She probably actually is fully dressed, but is just playing around by talking naughty.

It varies from girl to girl. I'll tell anyone I'm not wearing pants and it doesn't mean that I'm flirting. Also, some girls will flit but it doesn't mean she actually likes you. Keep talking to her if you want to know if she likes you.

She is more than flirting, sounds like she wants to cyber or even meet in person for a little one on one action! Why didn't you ask her why she told you that? I'm sure she would have told you!
