Bass will congregate anywhere that there is cover. As previously mentioned it's an ambush tactic. They also head for moss, lily pads, and other shaded areas in the summer months to avoid the heat.

Not surprisingly Injun has given you the best answer. The weeds that grow under the moss are responsible for giving off oxygen which bass and other marine creatures need to thrive. The cooler temps and ambush spots provided by the overhead cover and weeds make for ideal bass forage opportunities.
Edit:
Injun If that's the case you got 4 thumbs down then. lol! Can't you just feel the love!

cover gives protection from predetors and weather and is a living food chain in itself!
Insects lay eggs int he moss which draws small fry to feed which draws in others on the food chain.Grab a handful and put it in an aqurium and let it settle and then see the little creatures swimming around.
And check the water temps under the moss beds and you can find up to 10 degree water temp changes!Cooler water not stagnated water will hold oxygen better and that draws in the fish!

they just need something to congregate around. they did this one experiment where they drew a big thick black line down the middle of half of this big tank full of largemouths and all the largemouths just hung around there, even though it offered no protection at all. However, with nothing, they swim around aimlessly.
