No, you can catch a disease anytime. The germs are still there,. The incubation period is when they are most active and often you would not even know you were carrying it. Afterwards when you feel the effects your body is fighting against them as you suffer the symptoms. As the disease dies down so does the risk of infection.

Not all diseases have an incubation period - cancer and emphysema, for example.
The common cold can exist in droplets in the air. Colds are so infectious that you can get one 20 minutes after someone has sneezed in an elevator.
E coli infections need no incubation period, nor does malaria. There are dozens of diseases that have no incubation period.
