I don't think you can come up with any specific "best tattoo" as tattoo's are artwork specific to the individual who wears it!
In my line of work I have two very special tattoo's that are particular to me and my line of work that I find are the "best ever made."
Once you get something that is specific to yourself...IT will be the "best ever made."

The best one regardless of what anyone says is getting your blood type tattooed on your right forearm.
Saved plenty of lives, and helps the medics treat you quicker when you really need it.

"Mom", seriously it is what every grunt usually yells when hit. At least once. But the NVA had a great one "tattooed over their heart. " I was born in the north to die in the south". I don't recall any of them ever yelling it though.
