I was offered a job pending references ,and they said they wanted me to start monday but she called me friday ,and said if i didn't hear from her by monday give her a call so i call her monday about 1 and she says to call her after 4 so i just called her and she says that she is swamped with payroll she hasn't had a chance to get anything done the other guy is out of the office i know my references were good besides my dates being off by the years do you think she is trying to let me down i don't want to keep calling what do you think?

I would call one final time and ask her if there was something wrong with your references or if she is just busy. Don't let her ask you to call again. If she does, ask her to call you as you don't want to be seen as annoying.

Sometimes when a company is short handed they do have trouble getting it together to hire someone.

Personally, some business will respect that you are taking such initiative in getting the job.
A business would let you down if they didn't want you to work there. If it's a professional place than they would let you know if they didn't need you.
I would just call back in a couple of days, if she doesn't first.
Show them through the calls, how much you want the job.

Hard to call this one. True, many people take the beat-around-the-bush approach as a "nice" way to tell them they're not hired. But they could genuinely be swamped, so be patient and make a point of wanting to be of help when you call. On the other hand, don't bend over backwards for them either. If you get another job offer before they get back to you or you to them after repeated tries, take it. Their loss will then be no skin off of anyone's teeth but theirs.

Call her again, and tell her that you are looking to getting started right away, and that you understand she is swamped, however, show tons of ambition to her. Tell her that the sooner you get started, the sooner you can help.

Show an incredible interest in the business, and desire for teamwork. Great employees show tons of ambition and work together like a well oiled machine, so that the business runs smoothly. Good luck!

She's probably not trying to let you down. But, it is obvious that she's completely unorganized. It's bad business to keep someone hanging like that. I went through the same situation before, and after my third interview and 5th day playing phone tag, I told them I was no longer interested.

call her again tomorrow:
"hi, ms. blah-blah, hate to bother you, but I can't help but be excited about starting with XYZ Co. as the new receptionist, and was wondering if I am still being considered for the job. No decision yet? When can I check back with you?"

remember to sound perky and confident

forget about it, you not going to get the job. don't waste your time calling just find another

I would look elsewhere for employment. I have no patience for inefficiency.
