Just tell him. Rejection is always better than leading someone on. He'll be hurt, but it the long run it will be better for him because he'll focus all that energy on someone who wants to be with him.

Offer to be just friends with this guy to start. You should take it slow. You never know, he might grow on you and if not, you're still friends.
