If you've already graduated but simply have not received your diploma, write it like this:
XYZ College, City, State August 2003 - June 2007
B.A. Liberal Arts
If you have not graduated yet and thus won't receive your diploma for at least a month (trust me college diplomas take a while to get in the mail), write this:
XYZ College, City, State
B.A. Liberal Arts
Expected graduation: July 2007

You don't have to wait to you get your actual diploma, but you should wait until your official graduation date. Meanwhile, just write the word "pending" in italics on your resume next to your degree, and include your graduation date "June 2007."

Yes, I would add that to your resume if you are expecting to graduate. However, I would indicate “intended graduation date” on your resume, if the interviewer has any questions, then you can take the time to address it.
