In '94 my DL was suspended for ten years but in '05 Mass put in law that costs so much money that I would be better of in another state. acn I get a drivers lcense anywhere else if I sign a paper giving up my mass drivers license?

If you have met all conditions in Mass. and the only thing stopping you is the money you might get one if you move to another state. By conditions I mean paid all fines or anything else ordered by the court. The states are now cooperating so as to stop someone from getting a drivers license from one state when they have penalties in another.

If your license status is showing suspended in Massachuesetts then you will not be able to get a DL in another state. I do not know what stipulations were put in place but you must fulfill those before you get another DL. And the only way you will get an out of state DL is by moving.
