Your best bet would be a beagle, yet they aren't all that small, but they wouldn't mess with the cat, and they would never bite a child, no matter how many tail and ear pulls, they will always stay gentle. You could call the local SPCA, or dog pound and give them this same description you gave here. After trying the dog at your home for a few days, checking its attitude as well as its health, you can then choose to keep it or not.
Small dogs are either yappers or nippers, they realize they are small and feel the need to defend their size. Some poodles can be good at staying quiet, but its hard to find out which one of them will be, they are as different as people, some like to be talkative while others are shy.
A malta-poo (maltese and poodle cross) would be an ideal choice. but what ever you find or chose, make certain the dog is never teased by the children, or given less attention than the cat, or it will out right rebel.

I saw alot of people saying beagles, and may I add a resounding NO to that. She said she did ot want a barker. Beagles howl and bark at everything. I would suggest one of the following: pug, pomeranian, cocker, or poodle. Although, I do not understand why you now want to get an inside dog when you have two dogs. Not really fair to leave them outside and bring in a new dog to take inside. You should train the dogs you have now to be inside dogs and not get another dog. Also, to find a dog that is good with cats is going to hard. It is not a breed thing so much as an individual dog thing, so you would have to expose the dog to the cat to get an idea if it would work and that is not fair to the dog that has to go back because it doesn't like cats.

Don't know how small you mean--but in general, spaniels are less barky and better with cats than the terriers (though many dogs are fine with cats if they are raised with a cat). Consider English cocker spaniels, American cocker spaniels, cavalier King Charles spaniels. Shih-tzus are also worth a look. Shetland sheepdogs are lovely sweet dogs but tend to bark a lot.
You might find a nice small spaniel mix at the animal shelter. Where I live, though, it's practically impossible to find small-breed puppies for adoption at the shelter--most of the puppies available are hound or pitbull mixes, and will grow up to be big. But if you are willing to take a young adult dog, your opportunities multiply. Each of the breeds I listed above has a purebred breed rescue organization--check these out, many of them have websites these days.
Most dogs will bark when somebody knocks at the door. You can teach your dog not to carry on at length, but it's probably not reasonable to expect complete silence.

I dont know about a small breed dog, but if you want a very good family dog, the I would recommend a Golden Retriever. I have two of them and 8 year old and a one year old. They are the best dogs I have ever had. They are easy to train they dont bark and they are as kind and gentle as dogs come.

Look into getting a Pug. They are small (avg 14-18 lbs), great with kids (my son is 6), and quiet for a small breed. Our Pug almost never barks. They do require some grooming as they do shed, but who could resist that squished little face?

If you want a normal sized dog, I would get a german shepared, or a mutt. My dog almost never barks and is really good around the house and little kids. He is a little jumpy but that's because he's a puppy. He's a mutt-German shephard/border collie/somthing else-noone knows.

I have a yorkie and I just love it, at first it barked a little but then it got much better. She is calm and cute, and doesn't shed at ALL. SO thats just my opinion, u could maybe look into more about them but i believe that they should get along well with the kids and your cats and dogs!!!!

Considering that you have a full house already - I wouldn't get a third dog.
No wonder your lab barks at things - you banished him from the pack. That's not nice.
Try training the two dogs you already have.

A shih Tzu would be a good dog, but sometimes they bark alot. You could try a beagle or a border terrier too. If not, take this quiz, it will help you decide on a good dog. It tells you what dog would fit your lifestyle!!

Westies, There are many great things i can say about this breed! but i would advise you to look them up yourself, that way you are sure of what you want.
Great with well mannered children ( Wont like biting, but what dog does?)
No shed, hypo- allergenic, But pretty to groom.
Friend, playful, but can be a couch potatoe! They are truly beautiful dogs
