It's the in the entire new testament!
How many times did Jesus tell people they were forgiven and show them love? Did you even look at the Bible before you typed this question?
The whole idea behind Christianity is about forgiveness (which is an act of love) and loving one another.

Well it is a saying that is based on how Christ loved the sinners he hung out with, a few references to how God's strength is in the weak, and through weakness his power is most used etc... there are many different passages where we are all sinners, in need of a savior (Jesus Christ) and also on how much God loved us but hated sin so he sent his son..... one doesn't need to find the actual words written in the bible to understand where the person is coming from when they say that.....one just needs to know the bible's stories and truths.

You won't find certain statements printed directly in the US Constitution either, but it doesn't mean that the understanding isn't there.
1. God created man
2. God punished man (Adam) for sin
3. God made a way to save man (Jesus)
4. God warns against sin
5. God pleads with humans to turn from sin
6. God provides a ransom sacrifice for our sin
From those 6 statements that are found numerous times in scripture, let us concluded that (a) God loves people (meaning sinners since all mankind sins) and (b) God hates sin

Just did a scripture search at the lds.org website. Nothing came up using any combination of those words or phrases.
Nevertheless, said statement is certainly consistent w/basic doctrine. We need to have room in our hearts to love everyone, regardless of circumstance, as God does. Otherwise, how do you help the one in error? And yes, we should hate sin and shun it, for God does not accept sin with the least degree of allowance.

It doesn't have to be in the Bible as a statement to be quoted. It's said by people as an overall theme of the messages in the Bible. Ever heard of paraphrasing and such?
Talk about people babbling nonsense.

2 Peter 3: 9-10
The Lord is not slow in keeping his promise, as some understand slowness. He is patient with you, not wanting anyone to perish, but everyone to come to repentance. But the day of the Lord will come like a thief. The heavens will disappear with a roar; the elements will be destroyed by fire, and the earth and everything in it will be laid bare.
Different words but it means the same thing. He loves all and wants us all to repent from sin, but He cannot tolerate sin to go on for eternity.

The words missionary or trinity aren't in the Bible either. Does that mean they don't exist?
Sin is an action. God loves people, not actions. There is nothing you could do that would make Him love you more or less.

Psalm 5:5, "The boastful shall not stand before Thine eyes; Thou dost hate all who do iniquity,"
Psalm 11:5, "The Lord tests the righteous and the wicked, and the one who loves violence His soul hates."
Lev. 20:23, "Moreover, you shall not follow the customs of the nation which I shall drive out before you, for they did all these things, and therefore I have abhorred them."
Prov. 6:16-19, "There are six things which the Lord hates, yes, seven which are an abomination to Him: 17 Haughty eyes, a lying tongue, and hands that shed innocent blood, 18 A heart that devises wicked plans, feet that run rapidly to evil,
19 A false witness who utters lies, and one who spreads strife among brothers."
Hosea 9:15, "All their evil is at Gilgal; indeed, I came to hate them there! Because of the wickedness of their deeds I will drive them out of My house! I will love them no more; All their princes are rebels."
