I think it's that a 'toot' is one note while a fart 'rumbles' or gets higher/lower in pitch.

No difference. A toot is just a little baby fart. Personally, nothing is funnier than a toot, a fart, or whatever you call it. Everyone does it - thus my motto: Never trust someone who says they never fart.
We have lots of ways to talk about farts. Some of the favs are:
Bubbles in my pants
Poop propulsion
Southern winds
Flame throwing (for the extra fragrant ones)
I would rather you fart in an enclosed space than have you blow up.

Tutting is making a noise with your mouth, usually a sign of sarcasm or disgust.
Farting is the expulsion of gas from the back passage, which emits a familiar odour when the gas contains certain smell particles due to digested food.
There's a diffrence.

Ive always been taught that you just use toot instead of fart because fart is not nice to say in public...idk

I always thought they were the same thing. However I see some people have told you there is a difference. Though I still believe you can use both words for the same thing.
