Also, he was paper trained- but then he EATS the paper- I get him outside and he goes--he of course as a pup, likes to chew EVERYTHING--even our carpet-he rips it out near the tile--not good- caught him chewing on the cell phone charger and trying on other wires-not good--I'm going crazy because everytime I turn around he is into mischief--knocks things off the coffee table chews them, digs in the dirt in my plants- chews the leaves--(moved all toxic plants to my bedroom dressers-diffenbachia)---the vet said to let him smell a treat before you let him outside then praise him when he goes and give him the treat when he comes in---sorry, but he has no CLUE what the treat is for by the time he comes in the house--there must be a better way---need all the advise I can get Oh by the way-- my 11 year old female is being tormented because he thinks she is her mother--thank god she tolerates his pulling on her ears!

The first thing to remember about house training a puppy is there ability to hold themselves is limited. a rule of thumb is they can hold "it" usually 1 hour for each month of age. 2 months old = 2 hours, 3 months old = 3 hours, etc. when your puppy wakes up (morning, nap, whatever) the pup has to go, right then! take the pup out. when the pup eats or drinks, it has to go, take the pup out. after exercise (play), take the pup out. when the pup does it's thing outside praise it. a lot. tell the pup how good, how smart it is. you have to pay attention to the pups "looking for it's spot" behavior. when you see that behavior indoors, whisk the pup out. if you catch the pup in the act, simply tell it "NO!" and whisk it outside. if you find a puddle or pile after the fact, clean it up with an enzyme cleaner (pet food store) get a newspaper and hit.... yourself in the head and say "i should have been paying more attention" daytime training they get pretty fast. night time training is easier if you crate train the pup. also remember the one hour/one month rule. you will have to get up through the night to take the pup out.
About the chewing, all pups chew, some never stop. Give the pup 2 or three acceptable chews. When he picks the right thing, praise him a lot. when he grabs something he shouldn't, tell him no and replace it with one of his chews. You have to be very diligent with this to properly train him. I would strongly suggest a crate for when he can not be watched like a hawk!
You didn't ask about food but...

You have to take the dog outside ALL THE TIME. Like maybe every hour. I had to take my puppy out after eating, after playing for 20-30 minuts, after sleeping, or if anything exciting happened. Which is all the time. My puppy used to sleep for an hour, pee, play for 20 minutes, pee, sleep, pee, eat, pee, etc. And if you are not watching the pup, put him in a crate. That is the only way to make sure they are not peeing or destroying things!

Personally, I think paper training is a bad idea. My family paper trained a pug a long time ago, and it made it MUCH harder to house train. But if you religiously keep taking the dog outside, it will learn.

okay 1 hr after you feed her or she wakes from a nap take her outside and when she does her business tell her good dog . also if you dont have one get a crate and make her sleep in it and when you let her out of crate take her outside to potty . About the chewing try a no spray and I know there are ones that dont work . I have a chewing dog myself he likes the carpet to chew on . anyway good luck and I hope I helped you .

take the dog out every two hours and right after it eats or the second it wakes up. thats how i trained my dog. he whines at the door now when he needs to go

Get a crate and crate train him. He shouldn't have run of your home either. Get a new vet.
