Depends on who you are:
If you're a student noticing them talk to your teacher. They can then talk to the school board about the use of that specific text book.
If you are a teacher talk to your superiors about who chooses text books for your classroom and let them know of any mistakes in the current book.
If you are in college talk to the professor as typically they make the choices for their individual classes.
If you want to talk to the responsible parties then you can always mail the publisher or author finding their information online should not be difficult.

E-mail the author. I found several typos in a text I used last semester, and pointed them out to the author. They're listed on his website as errata in this text now.

If there are so many errors that it diminishes the value of the text, and you're the person that gets to pick which book is used, then pick another book.

The publisher is responsible for all content and its accuracy. The publisher is usually listed in the pages prior to the title page.
