here is what you should do to get back at him: you and your friends should give him a makeover and dress him up like a girl by putting a skirt or a drsss on him and putting makeup on him and paint his nails pink

Ignore him. Always take the high road, it speaks of good character. In a few short years, your problems with your brother will end, and your relationship can be distant or not at all if you want it that way. Its up to you.

If you get on his nerves, because he is getting on your nerves it will never stop. Talk to your brother and tell him how you feel.
If that doesnt work, speak to your parents about it.
