This weekend when I presented my NY state id, ss card, birth certificate and expired passport in order to obtain a new passport I was told that NY state ID cards were not vaild, and that only NY drivers licenses were valid. So to get a passport I had to also produce a credit card, an insurance card AND, have someone who has known me for over 2 years (with vaild US id of course) come to the passport agency and sign an affadavit in front of the passport agent saying I was who I said I was!!! This seems crazy!! Why doesn't a New York State ID carry the same "value" as a drivers license? I certainly had to produce just as much documentation to get the NY ID as I would have to get a drivers license (which I previosly had in PA but has since expired).

Yes, the NY State ID has a picture on it (it looks very similar to NY drivers license) I posted my story b/c I suspect the passport agent I was dealing with (while very nice) didn't know what the hell she was talking about!!!

BTW- Children under 18 have a whole different process by which they can obtain passports (school records, signed forms from both parents etc) that I'm not too clear on, but they are very different than what is required by adults

I don't drive anymore so your posting has me concerned as I only have a Massachusetts id. It seems like a form of discrimination or maybe just a loophole in Homeland Security. In Mass. our id cards look almost the same as the driver's license. I'm curious if your NY id has a photo on it.

To second what everybody else said the person who told you this has no idea about what she is doing. The process that you went through is ONLY for those who have zero picture ID.

There is nothing state specific with passports because it is a federal application. A state issued ID is valid from ANY state.

the reason is because the state department has had a lot of problems with persons fraudulently using state id cards to falsely obtain passports. state id card requirements vary widely from state to state and it is hard for the state department to gauge which state ids have been subject to greater scrutiny.

That is actually complete bull. It has to be a valid government issued picture ID and if you have a non driver ID issued by the NYS DMV, which I persume you have, it should be valid.

Of course, that is b/s. State ID has the same value as DL. You should report this employee to his/her supervisor. He/she doesn't know what they are talking about.
Not all people in the US have DLs. That is why we have State ID.

WOW. They've changed the rules a lot in 2 years since I got mine.

I did mine at the post office & they didn't give me a runaround like that.
