Tony Blair had no proper mandate for war the UN were originally opposed to the war. Yet , they were bullied into it by the USA and to top it off Kofi Annan was falsly accused of an Oil for Food scam (This trying to discredit his claims against the US). It seems to me leaders of powerful countries abide by no laws. Has any British Prime Minister or American Presedent ever been put on trial?

Here's a clue: every report ever commisions has found the government innocent, and at most suggests they 'could have done more - but it wasn't their fault'. When put on trial, the outcome would be the same. They're always innocent, hence they act the way they do.

It seems that your question is loaded with a lot of debatable or tenuous assumptions (i.e., UK was bullied by the USA or that Kofi Annan was falsely accused).

Anyway, have you also noticed that "strongmen" of poor, weaker countries appear to share the same characteristic (able to disobey legal frameworks)? You can start with the cases of genocide in Asia, Africa, and even Europe.

In such cases, these men are able to get away with it for a time, because among other reasons, there are (i) none or too few organizations and/or good men give a hoot; (ii) political compromise; (iii) weak domestic institutional checks to their "excesses."

Your question is flawed they did have a mandate from the UN ok they forced it through in very flimsy language but it was legal.
