The Bride and Groom are either having an ultra formal wedding or a formal wedding and they would like you to dress "appropriately."
Depending on the time of day . . the ladies will wearing a dressy or silk cocktail suit . . or a cocktail dress with or without a jacket . . or a long gown.
You can expect "a very exciting and well planned day" if the wedding is a "black tie" affair.

Good thing you said the part about the "Black Tie", because otherwise I would have said a nice sundress would be appropriate.
Black Tie indicates that it's formal, so a nice formal occasion dress or gown, either a shorter cocktail dress, a tea-length dress, or a longer (simple) gown would be appropriate. Just be sure that whatever you choose to wear is not going to upstage the bride (don't wear a gorgeous white or ivory or champagne floor-length full-skirted formal gown, for example).

Daytime or evening?
Black tie requiers you to wear a formal dress of an evening gown. A mid-calf or long dress in summery colors would be just fine.
Nothing too tight, too short, no daring necklines. No white, off white or ivory. No pantsuits or bussiness suits, for a black tie invitation you should wear a formal gown.

If it's black tie, that means it's pretty formal. So, I would wear a long, flowy summery dress w/ dressy high heel sandals.

sometime light and airy is always good for an indoor summer wedding!!! there is nothing worse than beeing to hot and sweaty, ans dont forget the dancing!!!!!
but lookin smart has to come into it somewhere, but anything can be dressed up with good makeup and a sexy pair of shoes!!!! good luck

A sleeveless formal would work with a shawl in case the air conditioning is too high and you get cold.
