The thing I remember vividly was a frightening looking man dashing a baby on some craggy rocks and my shock at him having done this...

Frightening looking man = fear of authorized figure
baby = small matter, task
dashing a baby = anger, taking control of responsibilities.
feeling shocked = helpless
You may have experienced something you feel helpless. Projecting fear in your dream shows that you had some sort of anger of someone is taking control over you. This could be about some responsibilities. In other words, you feel bad because someone does something that you may think they are doing it incorrectly and there is nothing you can do to correct it. Projecting frightening looking man could symbolize this a high authority figure that you are afraid of. It is possible that you feel overwhelmed by the cruelty that seems to arise in our world. Man's cruelty to man/woman. The "innocent ones" (small children and animals) are often the victims. It is hard to watch...so helpless.
