Depends where you heard it. In the Uk, it means something that is intended to be funny, but is not really.

Like; Corny joke. What did the big chimney say to the little chimney? You are too little to smoke. That is corny.

bad joke. not funny no humor.. u tried to hard... etc.. corny is just corny its a joke that went bad or an expression gone wrong; its nothing offensive though
