It is actually a saying about destiny, and two individuals being destined for each other.

If someone says that a match/marriage is made in heaven, it means that they believe the gods/God (depending on their belief system) has destined those two individuals to be together.

A similar saying, among those who believe in astrology, is the match is "laid out in the stars"

It reflects a deeply held belief that love is more than just feelings. It's the same with the phrase "love with my heart" versus "love with my head". Same with "we were made for each other". It is the idea that love has to do with our very purpose and meaning in life and put there by our Creator. It says that love is a supernatural reality.
