What sort of range do you need and in what sort of area will the be used in? If you need long range in an urban area, maybe try a GPS capable cell phone. In a rural are where there there are no cell repeaters, this could could be a bit of a challenge for a DIY project, not the least of your problems is licensing issues for suitable radio transmissions.

Make Magazine did a space camera pod cast where they used a cell phone to tell them where the balloon landed. This might be the cheapest way.
