I think it is an excellent idea. Too many people own pets of all kinds and do not know how to care for them. Education is the key to nearly everything. This may cut down on overpopulation and everything else.

Well, it is a step in the right direction, but I don't agree with any breed specific laws. I like the required schooling, though.

You only need to read this site for a couple of hours to see that many dog owners don't have a clue as to how to be a responsible pet owner.

I have always proposed something like this for the UK. Far to many owners keep dogs without the merest understanding of the dogs needs. They fail to socialize and train their pets and when things go badly wrong it's always the the dogs fault.

It makes sense to me; if a person wants to own a dog, that's fine, but if he/she should know how to control it no matter what breed it is. For breeds that are commonly difficult to control, I believe a mandatory class for the owner is a reasonable thing to ask.

I KNOW IN SONE LARGE CITIES YEARS AGO THAT HAD T BE DONE.
IF YOU CHOOSE TO OWN AND ANIMAL LIKE THAT THEN SOMETHING NEEDS TO BE DONE.
i DO LOVE DOGS BUT IF THEY ARE ATTACKING LIKE THAT SOMETHING NEEDS TO BE DONE
IF A HUMANE STARTS ATTACKING PEOPLE WHAT HAPPENS TO THEM???/

i'd have to agree with it if there has been a significant number of dog attacks.
