Just once? No. But continued exposure, such as "just" being next to someone every day or several times a day could definitely have adverse health effects.
The current Surgeon General's Report concluded that scientific evidence indicates that there is no risk-free level of exposure to second hand smoke. Short exposures to second hand smoke can cause blood platelets to become stickier, damage the lining of blood vessels, decrease coronary flow velocity reserves, and reduce heart rate variability, potentially increasing the risk of heart attack.

Yes, its been proven that passive smoking (breathing in someone else cigarete smoke) is bad for a persons health.
I know a lady who developed lung cancer from cigarette smoke, who had never smoked in her life, she eneded up dead.

i think it may have some effect, if the smoke is hitting them directly, but otherwise, it is probably just unpleasant for the nonsmoker.

Oh my gosh like my mother had one black lung caused my dude Dad smoked around her........... I have Asthma and whenever a jock smokes it agrravates it.................. 123 cough cough!
