" I form the light, and create darkness; I make peace, and create evil. I am the LORD, that doeth all these things. "
It's written in Isaiah 45:7.
Is that the verse you'e read? If so,
You might be asking, how is that?
To enlighten you on this, I'll read to you Jonah 3:10,
"And God saw their works, that they turned from their evil way; and God repented of the evil which he said he would do unto them; and he did it not."
If you read the book of Jonah (and I suggest that you do, finish it), you'll see that the city of Nineveh before was doing wickedness in the sight of God.
So God sent Jonah to preach and warn them that Nineven would be overthrown within 40 days.
Jonah, after all that happened when he rode to a ship, eaten by a big fish, etc. PREACED/CRIED to Nineveh about the impending evil that would come to them.
When the people of Nineveh, including their king, heard of it, they repent. They turned from their evil way, they fast and covered themselves with sackcloth.
God saw that they turned away from their evil ways and God repented of the evil which he said he'd do unto them, and did it not.
What is that evil?
It's the overthrowning of the city of Nineveh because of their wickedness.
It's a fruit of their action before that God decided to overthrow them in 40 days, but still God gave them opportunity to repent. They did and God did not do the evil which he said he'd do unto them.
You see, God is LOVE. It's written in 1 John 4:8,
" He that loveth not knoweth not God; for God is love. "
Whatever he does comes from his love.
He loves his creation.
He doesn't want anyone to perish.
2 Peter 3:9
"The Lord is not slack concerning his promise, as some count slackness; but is longsuffering to you-ward, not wishing that any should perish, but that all should come to repentance."
but that all should come to repentance.
His will is for all men to be saved.
1 Timothy 2:4
" who would have all men to be saved, and come to the knowledge of the truth. "
and come to the knowledge of the truth.

For total truth, ask God to give you an understanding of this. I do not know.
