I wouldn't risk it. If you can get a keloid from a pimple, then surely it is possible to get some type of keloid with tattoos. Better to be safe than sorry. Also, tattoos go out of fashion, so in the year 2020, someone might see your tat and say "that is sooo 2007 or naughties "00" ". How have you gone with piercing? If you got even a little bit of keloid with piercing, you are bound to get much more with tattooing as it is much more harsh. Get some henna tats done. You'll look cool for now, and still have the option to change your mind.

It may be possible but really depends on the individual's scar. You should first consult with a tattoo artist.
