No, there is no commandment that says a woman can not ask a man to marry her. This is not a sin.

I do not believe that is a directive or commandment in regards to your question. If one were to assume it to be a command, then one would say that all men must marry...and we know the Bible says otherwise. Nor do I find it to be a directive as to proper behavior in that this would still hold true if a man "finds" marriage by a woman approaching him. Marriage is contractual. In American culture a woman can initiate a contract, and a man can accept. I see no reason why this does not also apply to marriage.
It is fine for a woman to seek out the life she wishes for herself, to include searching out her husband.

Why in the world would you ask that? Can you find it in the Bible? I have found no place where God said it's a sin to ask a man to marry you. God is more concerned with the 'til death do you part' and committing your lives to one another than who does the asking.
This is the kind of hairsplitting legalistic mess that goes on when man tries to put himself above God. God has given us His book to govern our lives by, yet man continually adds his 'two cents' worth to it, and has set up a lot of rules and regulations that God never intended, in order to entrap people in 'religion'.
For example, I think that one reason for so much homosexuality among the priests in the Catholic church ( another example of man setting up himself over God) is because of the rule that priests can't marry and must abstain from sex. All throughout the Old Testament, you find where God gives examples of married priests. In fact, the only true priests were to come from the lineage of the tribe of Levi, and I know of no other way to produce new priests other than the Levites marrying and having children! LOL! The New Testament mentions ZERO number of times that we are supposed to even have priests as Christians, only pastors or bishops (overseerers), which is just another word for leaders of the flock. This is simply something that greedy men who wanted power and glory have used to dupe people who don't know their Bible doctrine, into following. The Pope puts his pants on just like you or I, and is no closer to the throne of God than any other Christian who is striving to live his/her life for God.
People need to read their Bibles and realize that Jesus is the only way to God, and that it was His atonement on the cross that makes it possible for us to have a relaionship with God, not all the religious pigeonholing that is going on within the different 'religions' of the world today.
