like everyone else says pay will depend on rank and dependents and where you go. Now BAH will vary at different bases than at other bases because the cost of living might be higher there but the BAH will be higher.
And there are currently places in the USA that offer COLA, the last website I provied will list them for you.

the whole purpose of COLA is to help defray the high expense of living OCONUS. Sure, Japan, has decent COLA, but a gallon of milk is like $4. so unless you are a single SM who plans on living in the barracks and not spending a lot of money out in town, COLA really doesn't mean a whole lotta spare cash in your wallet.

COLA and BAH are different! COLA is only offered in very high cost of living places like Japan, Hawaii and certain isolated duty stations with little or no base support or services.COLA and BAH rates change often. I ti is best to check with your admin office on current rates and areas.

Pay is usually by rank and years in. But if your looking at different bases, look overseas in isolated areas.
