Because he doesn't know that you are THE MOST IMPORTANT PERSON, or the leader if you like. To become a leader you have to learn how to be one, and no, it's not about yelling at the dog, or punishing it, nothing like that. At the beginning BONDING is the most important thing. If the dog lives outside all the time and most of the time you are inside, you will find that the dog learns to live in his own world and bonding may be difficult, though not impossible. In that case you would have to take the dog for long walks, play with it when you are out in the garden, ideally take him to training once a week, take him shopping, etc. An indoor dog is usually much better bonded with the whole family and easier to handle.
But bonding is only the beginning. When you take the dog for a walk, you have to be the centre of his world. Don't walk in a boring, predictable way, because the dog will assume that you are always there and will go on to make its own fun. When off leash, play chasing, throwing a ball, hide and seek, whatever you know turns your dog on and is fun. When walking, keep changing direction, hide behind the bush, and very soon the dog will get it that keeping an eye on you is a good idea because one never knows what you do next. If you need to call your dog, do it once in an exciting way and start running away from the dog. Have a treat handy when the dog comes to you and greet him happily. Make sure it's all fun, fun, fun.
Please don't think that a young dog will just grow out of it. I have seen very young pups following their owner close to their heels on the beach full of other dogs. All my pups were always trained to follow me from a tender age of 8 weeks, using the methods I descibed above. I still occasionally make an attempt to hide from my dog (7 years old now), when I see that her attention is not on me. She then comes back running and gets very annoyed that I tricked her and growls and barks at me for being so mean! I hardly have to call her at all, because she anticipates when she should come back and does it without calling. Like when we reach the end of the park, or somebody is coming towards us. But to achieve such understanding takes a bit of time.

Dogs don't come when called because they DON'T UNDERSTAND WHAT YOU WANT!!!!! They need gentle and patient training for weeks and months to learn new things. Enroll in a local obedience class with a gentle, praise and reward oriented trainer and you and your dog will both learn so much!

maybe you have not trained it well and it depends on te age of the dog if it young it is hyper and wont listen if it is old it is tired and if it is middle it just might think why do i have to ive done it all before or it might be going deaf

Could be a lot of different things. Our dogs usually won't come to us either if they know they did something wrong, or we punished them for a bad behavior. Or they will come to me, but not my husband (if he punished them).

You must teach him this.

Let him out on a long line, let him relax then call him by name and say his name then COME. Reel him in. When he gets to you praise him greatly. Do this over a few times then let him and you rest. Try it again later. He will get it unless he is retarded.

Could be fear or sickness..Did they come to you before, and just stop? Did something recently happen..I think we need more info

because its scared of you especially if you smack it if it has done wrong means its very smart edit
or it has not been trained to come to you or its deaf :)
