Cowlicks are spots in the hair growth pattern that take a different turn. They are named that because when a cow turns her head and licks her side the hairs that usually point downwards are pushed up against the grain by her tongue.
Most people have something they call a cowlick that's almost always at the back of the crown on the right side, where the hairs grow from a circular pattern, but that is actually called a whorl, true cowlicks are usually at the forehead area, where a patch of hair seems to grow straight up or back, instead of downward over the forehead. Most noticeable in boys, because the shorter hair will stand up more.

If you mean cowlicks, it's just an unusual pattern in which your hair grows, usually along the part line or in the crown section of hair. They can be rather annoying as they interfere with certain styles, but most people find a way to style their hair so as to camouflage the stubborn cowlick.

Do you mean "Cowlicks"? A cowlick is a pattern of spiral-shaped or circular growth of hair. It doesn't have to be on the head, I've seen cowlicks in men's chest hair.

I couldn't find a cause mentioned anywhere in a quick search.
