The lord cares for each and every one of us, whether we believe in him or not. Hate the sin, love the sinner. Basically, everbody makes mistakes. I see why you would ask this question, and the answer is yes.

As Jerry Lewis once said, "You always love your family, but, sometimes you don't like them". God is our Father and He definitely has a lot of reason to dislike us and our selfish ways, but, He loves us. He hates the sin that destroys our lives but loves us in spite of ourselves. If only we humans could love and forgive the way God does, what a lovely world this would be. The rules are there because He knows us and what we need or don't need to have a happy and blessed life. It is we who walk away isn't it. We are all God's creation and by our choice we become His children right? Mmm

Quick answer: yes!

Explained answer: Yes, but God also gives us the ability to choose whether or not we want to follow and fellowship with Him. If we don't follow and fellowship with Him then He politely steps back from us and waits for us to come to Him (He stands with outstretched arms towards us). When we die He will not even then force us to spend an eternity with Him and allows us to go to a place where He is absent. It’s all based on what we choose in this life, once the decision is made (at death) then our choice is made and we go to Him or away from Him.
By the way, Heaven is only Heaven because it is where God is and God brings qualities to Heaven (Love, peace, food, water, rest, healing, comfort, ect). If we take God out of Heaven then we take away the qualities that He brings to Heaven and we get hell (as hell is a place without healing, peace, comfort, food, water, love, ect). So if I were to say 'go to hell' I would either mean it that I respect your choice to choose God or not or (if I was really angry) I would mean it that I hope God doesn't permit you to stay in His presence (in this case I would be acting contrary to what the Bible says and would actually be stepping away from God myself by being hateful and judgemental.

He cares about all his human creation. He is a patient God and wants all mankind "to seek God, if they might grope for him and really find him, although in fact he is not far off from each one of us." -Acts 17:27

No. I this god fellow loved all then why does he allow so much suffering and torment to all people. A loving god would do a more active role to help the world.
