It Depends on what you need to do.

Photoshop Album - People who take pictures and don't edit them, just used mainly as a way to import and organize.

Photoshop elements - Minor edits, nothing too heavy. Not used by professionals

Photoshop CS3 & CS3 Extended - Industry standard for any profession that works with photos. The best for editing and manipulating pictures. Geared toward professional photographers and students who use it day to day. CS3 Extended has some extra stuff to work with 3D manipulations and other nifty stuff.

It was recently released, and is the most up-to-date and upgraded version of Photoshop

For beginers I wouldgo with Photoshop CS or CS2. Cheap to buy and you will spend hours fixxing and changing your photos.
