It sounds genetic. Is there a weight problem in your family? If so, it's probably genetic. It doesn't mean that you can't lose the weight; you should try cutting out the simple carbs i.e. white bread, white pasta and soda. If all else fails, go get your hormone levels checked.
Try and stop eating before 8pm.

the problem is you are trying different things - you have to make permanent changes to achieve permanent results - stick to good eating habits and exercising regularly.
find daily calorie intake calculator on the net, enter all your stats and it will tell you how many calories you need a day to maintain, take off 300-400cal off that number and thats how much you need to lose.
eat 5-6 small meals a day (eat every 2-3 hours - it optimizes your metabolism)
5-8 servings of fruit and veggies a day
8 glasses of water
have complex carbs for breakfast - they give you energy
have protein (lean meat, legumes etc) for dinner - repairs muscle
cardio exercise 4-6 times a week for 30-50min (ideally 45min because the first 20-30min body burns carbs and only then starts burning fat), light weight training (more muscle=faster metabolism)
dont consume foods that are made of white flour (white bread, cakes, pasta etc.), sugar loaded foods (cookies, icecream, candy etc) and nothing fried, oily.
ofcourse you can spoil yourself once in a while with a little treat:)

It might be helpful to take a much closer inventory of your caloric intake. The reason why I say this is because there are many foods out there that look "healthy" but are quite fattening.
As an example, here is a ceasar salad that packs almost a thousand calories:

Here is some more information about fat loss that I hope will help:

You claim to have tried everything. Have you tried perseverence, commitment, sincerity, honesty? Your difficulties lie in the realm of the abstract, not in the mechanics of the body. Stop wallowing, and grow. Up.

cardio cardio cardio, dieting will not help you loose that much weight, if you want to see results, start walking, then jogging, then running. it sounds so dreadful but it will become an important part of your day where you can escape from the world, release stress, and feel good about yourself. good luck :)
