Wow, I have noticed the water people here are getting the good ole thumbs down. in theory they are right but in my humble opinion I would try other things first and then try the drastic measure of water. I would try the dry clothes with an easy touch. You don't want to rub so hard that you scratch your photos, The can of air thing is really the best deal.

If you have to resort to rinsing then be very careful not to rub the surface while wet and let them dry real well on a flat surface before handling, They will curl during the process but should flatten out later, good luck.

Can you be specific? Is the glitter stuck to photo because of glue? Brush it off?

Photography is a water based medium. Therefore what creates them can also restore them. Putting them in a sink of warm water should remove the glitter (this also works for photos that are stuck together). Swish them around, you can even wipe your fingers over them, then lay them out to dry on paper towels, image sides up! If you are in a big hurry, blot them with paper towels and blow with a blow dryer.

It's stuck on there because of static electricity, the same way dust sticks. I just use the swifer dry cloths to clean my prints.
