With due respect to Answerer 1 - the artist she/he is suggesting to you is alive and well - not an impressionist painter. There is only one well known Impressionist painting showing a scene like the one you describe but the woman in it is wearing a blue not a red dress. Well...this doesn't exactly match your description, but it reminded me immediately of a painting by Georges Seurat titled "Un dimanche après-midi à l’Ile de la Grande Jatte" from 1884-1846. You can see and read about it at the link below
