Everybody who says 'leap year' is an idiot, for starters.
I think 'the me I choose 2 be' is on the right track with 1955 being a hospital room number, or maybe a hotel.

Can't be a leap year. It doesn't say he only had 18 birthdays; it says he's 18 years old. Even in leap years, people become older.

he was born on febuary 29th
orit was a homebirth and his house number was 1955
