Try socks. If you cover the paws sufficiently, but correctly as to not cause another problem, the puppy will be unsuccessful in scratching. Something like benadril, check spelling, might also help. Be very careful of doses.

DO NOT put preparation H on him or anything like that. Dogs lick themselves, and you don't want him ingesting things he shouldn't ingest. That will make him sick.

I agree about bathing him. You might try a shampoo especially for fleas, in case that's the problem. If it is, you want to nip it quickly, both to give your dog relief and to make it less likely they'll spread to you and your family.

If that doesn't resolve it, I think you should take him to the emergency vet. I know it's expensive, but if he's scratching until he bleeds, he's obviously suffering.

Slather him with preparation H. It's not painful and it will numb whatever it is that is making him itch. And open a benydryl (sp)capsule and sprinkle only half over his food. This will help with the itching and also help him get some needed sleep. Good Luck

try and bathe him with a flea/tick or itch remover shampoo and then put conditioner on him and after the bath put a moisturizing lotion on him and do that every few hours and if that doesn't help take him to the vet
