What does a HDMI amp do?

Do i need a HDMI amp to make the most of the sound from my HD TV and HDMI DVD upscaler.

Just connect digital out (s/pdif) from the TV and/or the DVd player to the Receiver and you are all set.

HDMI amps are used only for long runs (25"+) of HDMI cables to prevent loss of signal.
