It's likely coming from the dyes in your dogs' food. I have a bulldog, and his tears are generally red (reddish brown) and do stain his face.

It's not a serious issue, but I do have to clean his face fairly often for other reasons as well so the stains gets taken care of in the mix of the regimen.

If it's bothering you or him, you can get a cleaning solution like Optrex to take care of it. Should have it at your pharmacy, or you might find a suitable solution at your pet store.

Found additional material from one of our Bulldog books that contain additional information to the food dye culprit:

Reddish-brown tears occur on dogs with light-colored coats and heavy wrinkles. It's facial bacteria mixing with tears, not bacteria in the tears. If not treated, a crust can form sometimes resulting in ulcers. The worst case scenario (and this is for bulldogs in particular) is that the damp, heavily wrinkled face provides a breeding ground for bacteria and yeast ("red yeast"). This yeast can infect the tear ducts and worsen the problem.

Now, this is the case for bulldogs...it is NOT a bacteria IN the tears that causes this. Do not treat unless it's a clogged duct.

It can still also be diet, genetics, or general health.

it's because there is bacteria in tears, more in some dogs than others, that causes the hair around the eyes to stain. It's a real common problem, specially with certain breeds (poodles, bichons, maltese and oddly english bulldogs seem to be among the worst).

the best fix is to talk to your vet and get a tetracyclene powder to add to the food. It's a very low dose antibiotic that will eliminate the bacteria and stop the staining. You won't see immediate results, because the hair that is already stained has to grow out, but it'll clear up in a few weeks, and it's pretty inexpensive.

changing diets and using wipes is only going to frustrate you.

Because tears clean out eyes so there is dirt in the tears making the fur where tears run brown.

I bet your dog is white? Or at least light colored? It's an oxidation of the tears to the air.
