It probably is him. Do u get wet when you're about to do it with him? Do u guys do any foreplay b4 the deed is done? This might help u get more wet and get him more hard. Get a co ck ring or tie a handkerchief around the penis and testicles. This should stop some of the blood leaving the penis and make it harder than it usually is.

You don't give his age, but he should see his doctor. This can be a symptom of many things, including diabetis, and heart problems. All of these can be helped and he can give you a very satisfying sex life when he gets the prob under control. I know I did.
