In the wild, cats do this to cover up their smell...not the smell of their wastes, but their scentmarkers so that predators don't smell them, in which case they would easily locate them and have them for dinner. It's a survival method in the wild and since cats are normally wild creatures (we just domesticate them), they cover up their wastes in the litter box also. They often do this in places where they eat also because they have glands on their face that also release their scent (you may notice your cat rubbing his face on you to mark you as his), so when they eat the area is marked with their scent so they try to cover it as well, even if it's on the kitchen floor and there is nothing to dig, they just try.

It's what cats do. If you cat was outdoors it would dig, go and then bury it. I had a cat that had kittens and i saw one of the kittens do that in the dirt. When i got my cat from the pound I had her inside for a week to get used to me and because i had to get her desexed that weekend and i didn't want her outside incase she got pregnant. She had a kitty litter and i used to find it all dug up.

That is completely normal. In the wild, cats bury their waste so when in captivity they do the same thing.

That is what all cats do...the dominant cat in a multicat home may not bury their waste but the less dominat one comes back and takes care of it.

It's perfectly normal, it's even convenient at times, as long as it keeps its business in the box, =]

It's the natural thing for them to cover it up. As long as it doesn't throw it out as it's covering(one of mine used to do that) it's fine.
