the white ensign is the ensign of the ROYAL NAVY. am I allowed to fly it in my garden

Is your garden a Royal Navy ship? You answered your question in your question, its the ensign of the Royal Navy, reserved for their use only. It is used to mark Royal Navy ships, and their land bases.

To vdv_desantnik, off course the police aren't going to bother with such a thing as whos flying the wrong flag. Its called respect, the flag is for the men and woman of the Royal Navy to fly while serving their country. If you are not actively serving in the Royal Navy to fly it is disrespectful to those who are risking their lives. If someone wishes to show solidarity with his countries troops by flying the nations flag then so be it, but you have to earn the right to fly the ensign.

NO it can only be flown from a royal navy ship or shore base,it can be carried on a parade or stored in a chapel/church.

I do, and no-one has said anything to me and we have the police going past quite regularly
