I don't know where he's living but dating someone that moves out of the country is like dating a ghost. But than I don't know how long he's going to come back and for what reason he's moving away. If he's gone for only a short time than sure start something with him because hey you like him and he like you. Isn't that like soul mates lol...

i would say NO..
the same thing happened to me... we were almost going out... and i was gonna come the month after... after i moved it was so hard to forget him so it was the same for him... u know this relationship is never gonna last.. so its better not to go for it... it sucks after he moves away.. i hurts u but if u go for a relationship its gonna hurt more after he moves away.
the pain ur having before going in a relationship.....its WORTH IT! ... u will understand after a while
