3. scripture A statement regarded as authoritative.
Hmmm. I don't think that quote is from a sacred writing, it's not from the Bible, and it's not from any source that even would be closely considered authoritative. So I guess it doesn't meet the definition of scripture.

First, any writing is SCRIPT, not Scripture. Secondly, you misquote and few notice, sad. It is correctly, Psalm 14:1, "For the fool has said in his heart there is NO (emphasis mine) God......" Not that there is one.
Scripture is "A Sacred writing or book, or a passage from such"....

No I don't agree. The quote is wrong it should be for the fool has said in his heart there is no God. I do agree with this statement.

It's too easy to call someone a fool because we disagree with them, isn't it? And, somewhere else in there it also says it's a sin to call someone a fool?
