what is that?
This is a culture in India.
Every small and big enforcement agency is cultured.
I am happy to say that R A W is more cultured in this sense.

Research and Analysis Wing (RAW). This agency is mostly involved in the security of VVIPS & national security at highest level. It has an internal intelligence section and the counter intelligence section. This is supposed to offset the intelligence offensives of other countries against our own.
