The only suggestion that I can come up with is don't have your 1 year old son be ring bearer. That is just too young, unless you want to walk down the aisle with him, and then your daughter can do her thing with the petals. You may have issues with your 3 year old not wanting to walk down the aisle either once she gets a load of all the people! Good luck.

I once saw a one-year-old pulled down the aisle in a wagon . . . but that might be a bit much for a 3-year-old to handle.
Why not have flower girl carry a kissing ball instead of tossing petals? Ring bearer can carry a small pillow, just for show. I definitely would not give the rings to a one-year-old. Brother and sister can walk down the aisle side by side.
And no one should be upset on the big day if they get nervous when they see the crowd . . . and then decide they are not going down the aisle. They are a bit young.

They might both get scared. I have seen 3 year olds who did great, and once a 7 year old who refused to do it when she saw the people. I have also seen small kids pulled in a wagon, that was cute., but an older kid pulled them.
The usual thing for a young ring bearer is they don't actually carry the rings anyway. So he could carry a box, or pillow, or any little thing he could handle. The best man and MOH would have the real rings all along.
Best wishes, I hope they cooperate and do a great job, but if not, it's usually pretty funny anyway!

You can have him carry the rings in gorgeous box
I designed a wedding with a rustic feel so we did a pail with velvet inside
Pre-sprinkle the aisle with the petals and have her carry a flower pomander ball (aka kissing ball) on a gorgeous ribbon, possibly with a headpiece made of flowers and ribbons. You will get more uniform look on the petals and if she suddenly gets shy and doesn't throw no harm done. Later she can keep the pomander and maybe hang it in her room.
Since he is only 1 it would work well to get a wagon. Decorate it up and fill it with the petals that he can throw. Have his sister pull him down the aisle carrying the pomander ball with the rings tied on it.

When I was planning my cinderella themed wedding I was going to use a silver coach trinket box for the rings. All he would have to do is hand it to the best man who could open it and retrieve the rings. Since they will be walking together have you thought about letting him also toss the flower petals, or just giving him a handful before the procession to either toss or hold. That way your daughter wouldn't have to hold his hand and she would still be able to toss petals.

Honestly, a nice picture of you and the groom shouldn't be what you give your wedding party as gifts. Maybe you could go shopping with them and pick out the jewelery that the bridesmaids will be wearing, and then give it to them. Or, since your bridesmaids are in all different financial situations you could try getting them something that is useful to them. I'm sorry, I have no idea what to tell you. Go to a spa and get your nails done and such, and you pick up the tab... i'm sure everyone would like that.

Why don't you put the rings on a necklace for him? Have someone carry your son down the aisle and they can hold the pillow. Have your daughter carry the rings and your son throw the petals.

Put some little sunglasses on him and put the ring in the arm of the glasses? Then he'd be a "cool" ringbearer and that would be a great pix! Or you could make him a cool little hat with a button string and the ring in the loop.
couldn't he be a little gentleman and help her hold one side of the basket while she holds then other side? Maybe the basket could hang from their clutched hands... with his cool sunglasses you could teach him to wave to everybody like he's Elvis...

What if she pulled him in a wagon (paint it up, make it look nice). That was my back up plan...and I had a 3 and 4 year old.
