Get fitted for the right size bra, first and formost. Any department store with a lingerie (bras and panties) department should have this service. It can be a little bit of a trial and error. Most women wear the wrong size and end up floppy and deflated. After you get fitted, try on underwire bras, and have a look at underwire balconette style bras. These give great lift without padding or false enlargement. I have a feeling you don't need anything extra in that department!
As for any way of making them "perky" without the help of a bra, you can't do much for the breast tissue itself, other than ALWAYS wear a bra (because the weight stretches the tissue making it droop with age). Push ups will help develop the muscles that help to support the breasts, which you need, but it won't lift them. Nothing will but a bra, no creams, no pills, no nothing outside of surgery (which you don't need). Please don't ever fall for any scam involving things like that, OK?
Here's a site about bra fitting and sizing.

Sorry, honey. This is hereditary. No exercise or anything else short of surgery will prevent hereditary sagging. I'm middle-aged and still have the highest firmest I've seen anywhere. Just the luck of the genes, because my mom and sisters had the droopy type! I nursed for 17 months too!
Visit a high end department store. Salesgirls have been trained to measure properly and give suggestions on bras that support your size and breast type. Every manufacturer is different. Vanity Fair fits me quite well, but might not work for you. You need to be patient and try on several brands until you find one that gives you the look and feel you like.

I would suggest going and getting a professional bra fitting. They do them at Victoria Secret for free. Then you know what size to get for sure, and they will help you narrow it down. I can tell you that there really is nothing natural to do about it. Once breasts get to be a certain size, gravity takes over and there isn't much you can do about it, short of a breast reduction and lift.
Try either a push-up bra, or they have some out now that lift and separate. So, go talk to the girls at victoria's. They are very professional and are very good at figuring things out for you. Even if you don't buy a bra there, at least you know what size to look for. That will narrow it down for you when you go to other stores too.

Try using a sport bra, they provide excellent support and hold the breasts in place. Lots of women use them for exercise so that they dont damage the breast tissue, and it keeps them in place! ;-)

Do lots of exercises to strengthen your chest muscles like putting your arms out in front of you and pressing your palms together, keeping the space between your arms open. Or also there's the butterfly machine at the gyms that works your pecs really good.

a push up bra will work. also, try building up your muscles around the breasts. put your hands together and push them towards eachother. after you do this a couple of times, you should feel it by your arm pits, that meens its working.
