On Amtrak trains that have a Business, First-class, or sleeper accomodations, yes, they do have AC outlets for laptops right at the seats. These include Amtrak routes such as Acela Express, Pacific Surfliner, Amtrak Cascades, and some regional routes.
Coach seats do not have outlets at the seats, however.
You might want to find out if the particular Amtrak route you are taking has trains with at least Business class seats.

There should be, back in 1990 I traveled Amtrak and I remember my dad had the conductor take my gameboy during the night for charging, in the day of cell phones im sure there more common. Being that im a locomotive engineer, the company I work for had one outlet in the cab which had our microwave and fridge plugged into, now the company added more outlets for the engineer and conductor to plug in their cell phones or charge their motorolla radios. I went by amtrak 2 times, one in 1988 (summer) from Chicago to Arizona and the heat was on (not high, kinda low) but made a uncomfy trip) in 1990 we did the same trip in the winter (the air was mostly on). TV dinners were served half cold/half warm and the service plain old stunk. Being my dad work 27 years for a railroad, he got these tickets for free, after that we gave them away.

I was on an Amtrak today, and Buisness Class and the Cafe Car had power outlets. I understand that Coach Class does not. Usually the sleepers will have it too.

Every Amtrak coach and lounge has power outlets somewhere, so car cleaners have a place to plug in a vacuum cleaner. You might have to hunt for it. Bring an extension cord.

It depends on your accomodations, AND on the train you are taking !!
Some trains, such as the Aceala, Capitol Corridor, and other "commuter" lines are making GREAT effort to keep up with WIFI and power systems for travellers. I take the ACE (Altamont Commuter Express) often, and it has outlets and WIFI now.

Some trains like amtrak california's capitol corridor running from san jose to sacramento, san juaqin running from stockton, to sacramento-oakland, and surfliner running from los angeles to san diego all have outlets in usually 3/5 cars.
Other trains like with superliner, viewliner and so on, im not sure. They should :P
ask your local stationmaster or conducter. they can awnser your questions
