It's not normal, no, unless they have an illness of some sort.

How old are the kittens? At 8 weeks of age, they need to have their vaccinations. It's entirely possible these kittens may have cat flu, or another virus. Cat flu can be fatal to kittens, and sneezing is a symptom, so they certainly need to be checked by a vet.

First, have they had their kitten shots? There are several respiratory diseases that would cause sneezing and runny noses. They won't get these diseases if they have
vaccinations. If they have these viruses, they would have other symptoms, like fever, no appetite, etc.

Another cause could be your cleaner. I had a friend who washed her floor with **** and Span in water, very well diluted. The cat began sneezing repeatedly for a long time.
We took her to the vet and the vet said, "Don't use that sort of cleaner. Cats are very susceptible to reactions to cleaners."

Febreze and other fabric softeners may cause problems in some cats. Any perfume could cause problems in a susceptible animal. Cats, in general, are less likely to get problems from naturally occurring stuff. They can become sensitized very quickly to chemicals and even medicines that are OK for humans and which dogs can tolerate fine.
